The High School Initiative was developed by the Successful Practices Network in partnership with the International Center for Leadership in Education and the Council of Chief State School Officers with support from the Bill and Melinda Gates Foundation.

The American Recovery and Reinvestment Act provides funding to states to replace cuts to K-12 and higher education for several purposes including teacher professional development for making progress toward rigorous college and career-ready standards.
